• reservation-based QoS "just" needs support protocols - e.g. RSVP

• admission control verifies that capacity exists along path

  will give busy signal if not enough capacity
  

• but session path is not QoS-determined

  QoS routing WG still working on the issue
  

• so network may reject request when capacity does exist on another path
